Subdivision (a) also identifies persons who make a payment pursuant to § 85312 by
providing a definition for “organization” based on the definition of “person” under § 82047. A
political party is not included in this definition of organization since § 85312 contains a specific
provision requiring reporting of member communications by political parties to members who
are registered with the party. Therefore, it is not necessary for the regulation to address this
group. Candidates and individuals are also excluded.
